i think the light will travel slower than 299,792,458m/s after it passes through the glass because there isnt anything to make it speed up. say you throw a baseball through a tree(yes i know there are other forces working on it, such as gravity, but its just for the sake of an example) the baseball isnt going to continue the at the speed it was going before it entered the tree after it goes through. hitting the leaves and such of the tree are going to slow it down, nothing is going to make it speed up again. and to answer your other question, i think the light would be traveling at the normal speed of light, regarless of how fast the star is traveling. these are just my opinions, i have no idea if they're right. someone correct me if they're wrong.
